In 1999, the government of Mr. Chuan Leekpai, the prime minister borrowed money in the Miyazawa project from the Japanese government to stimulate the national economy by allowing graduates to work and earn incomes as well as to solve unemployment problems, which is also known as “Miyazawa Graduates” which referred to graduates who worked in the Miyazawa project and most of the graduates would work on supporting the missions of various organizations as needed.
Suratthani Rajabhat Institute established The Center for Strengthening Development for Local Communities at Buddhadassa Dhamma Khot Buddist Hall under the supervision of vice president for Culture and Community Relations (Asst. Prof. Naowarat Chanatup). There was a working group with Mr, Nikorn Boonyayanukul as the president and there were 5 personnel (from recruiting Miyazawa graduates) working collaboratively to achieve a mission which was to train and provide academic services to strengthen local communities and trainings for process guest speakers for students of the institute in accordance with the policy of the Higher Education Commission with a period of 18 months. When the project was finished, the vice president for Culture and Community Relations (Asst. Prof. Naowarat Chanatup) established the Community Relations Office to proceed the mission with Prof. Sumalee Jirajarat as the director of the office.
In 2003, the Office of Community Relations of Suratthani Rajabhat University was renamed to Special Affairs Division in order to have more comprehensive missions based on the Office of the President under the supervision of vice president for Special Affairs with Asst. Prof. Ratri Nanthasukon as the director of the division. After that, the University changed the executive position of Vice President for Special Affairs, since Asst. Prof. Nawarin Chanatub has resigned because of her health problems, the University therefore appointed Mrs. Aramrat Duangchana the vice president of Special Affairs Department with Asst. Prof. Apichart Phattanaviriyapisarn as the director of the Special Affairs Department under the Local Development Academic Services. Then, there was a change in the administration of the University again by appointing Asst. Prof. Dr. Suntorn Poon-ead to be the vice president of Special Affairs Division and Ajarn Sakorn Rakbumrung to be the acting director of Special Affairs Division. In 2005, the director of Special Affairs Division was changed to Ajarn Somchai Sahanibutr.
On September 4th, 2011, the president, Asst. Prof. Dr. Narong Puttichiwin, had a policy to change the name of the Special Affairs Division to the Local Development Service Division in order to be consistent with the missions of the University. The division was under the administration of the vice president of Academic Service Department, Asst. Prof. Dr. Suntorn Poon-ead, with Mr. Somchai Sahanibut, as the director of the Local Development Service Division.
In 2013, the president, Asst. Prof. Dr. Prayote Kupgarnjanagool, had a policy to change the name of the Local Development Academic Service Division to Academic Services for Local Development Division in order to consistent with the organizational structure within the organization according to the missions of Suratthani Rajabhat University by appointing Mr. Aroon Nukao as the head of Academic Services for Local Development in Central Affairs Division under the Office of the President.
